There can be no public order without thinking about the management of public finances. An obvious fact that is not always evident.
Don’t forget to follow the financial execution
The Court of Auditors, in its annual report, has just identified several public authorities in Upper France regarding their conduct in their public service delegations during the health crisis. Financial compensation for public service constraints was granted without any real justification.
This malfunction derives from the lack of financial data and / or from the lack of legibility of these relating to the exercise of the concession in the annual reports of the concessionaire. A fact that is not new. But the consequences of which can be dire for the public coffers, as soon as a hiccup occurs during the execution.
In this case, as noted by the Court of Auditors, ” the crisis affected the public service rendered to the population more than the profitability of the operation for the delegates, which was preserved by the support measures that the municipalities and their groups have adopted in the event of an emergency, without a real prior analysis of needs and without mastery of financial problems (read again: Preserved delegates and degraded public services: the management of DSPs in crisis).
Incidentally, in the context of a concession for drinking water and sanitation, the local executive must present each year to the deliberative assembly a report on the price and quality of the public drinking water service; separate document from the concessionaire’s annual management report (read: Don’t forget to submit the report on the price and quality of the public drinking water service).
The role of the public buyer in optimizing financial resources
On the side of public procurement, the issue of purchase financing cannot be taboo. Although the financing is placed upstream of the purchase deed, since the latter can only be undertaken in the presence of credit, the question of the impact of public purchases in terms of public financing may arise.
Through the contractual proposal, reflection in the phase of defining the need and planning, the buyer, at the intersection of all operational services, can be a source of optimization of financial resources (read: Public Procurement, armed arm of the optimization of financial resources ).
Furthermore, in times of commodity crises and limited supply, the public buyer has a role to play. Bercy’s legal department just updated its fact sheet on rising prices in public markets (read: Rising prices in public markets: cold shower for buyers).
A successful purchase is a sustainable purchase
The choice to combine finance and purchasing in a single department shows the interconnection between these two areas. Christophe Amoretti-Hannequin held the position of finance manager and purchasing manager at France Urbaine last year. Within this structure, he questions the evolution of the profession of public clients, and is interested in the levers at their disposal to economically develop the territories (read: Les Mousquetaires “public order” by France Urbaine).
Of course, environmental and social concerns are never far off when these issues are discussed. Public buyers: Lucile Henriques and Laurent Lequilliec, offer instructions to their colleagues, in the form of practical cards, to try to achieve efficient and sustainable purchasing (read: Practical advice (from the professionals!) For effective and sustainable public procurement).
The Eurovignette, this European carbon tax, could be a push to promote local purchases, according to the Greens MEP: Karima Delli (read again: Does the development of the local economy pass through the Eurovignette?).
Finally, the Commerce Équitable France association also advises contracting authorities on promoting fair trade in canteens. Again, financing issues are central (read: A guide to fair trade in canteens for public procurers).
